Yes — as long as the collar width is around 1.0–1.5cm (which covers most cat collars in the market), the dual-Velcro panel will hold securely.

No. The PCBT-26 is constructed from high-density cotton-print fabric using colorfast techniques. It is repeated-wash colorfast, shrink-resistant and pattern-stable.
